The Miss Oakland County's Outstanding Teen began in 2005 as a fundraiser for the Miss Oakland County Scholarship Program. Contestants must be between the ages of 12 and 17, no older than 17 years of age as of July 31st in the calendar year of the State Competition, unless 18 years old and hasn't graduated from high school as of July 31st, be a united states citizens, and be healthy and able to perform the duties of a titleholder. Unlike other pageants, Miss Oakland County's Outstanding teen is open to residents of Michigan rather than limited to the borders of Oakland County.
Phases of competition are similar to their Miss counterpart; however, some percentages are different and Teen contestants do not participate in a swimwear portion. Instead, they flaunt their health and athleticism in an Athletic Wear portion.

There is nothing more important than an education. The purpose of the Miss Oakland County Scholarship Program is to support women and be able to provide educational opportunities.
Evening Wear/On-Stage Question 20%
This phase of competition evaluates a contestant's ability to be confident, personable, and graceful. In On-stage Question - Each contestant will be asked one onstage question that will be general in nature and will not be specific to the contestant’s platform issue.
All Teen Private Interviews at the Local Pageant are 6:00 minutes in length and all interviews are to be conducted press conference style.
Lifestyle and Fitness 5%
This competition is designed to see how well the contestant maintains a lifestyle of good physical health and whether she meets the public expectation of a titleholder.
The Talent phase of competition provides an insight into the teen’s preparatory and performance skills. The Talent competition acknowledges the quality of the talent being presented, the technical skill level, and the stage presence of the contestant.
